Introduction

Within user services offered by the University Library of the Polytechnic University of Madrid through its various centers, the loan service and reading room, which then regulates, it is essential to meet its goal to support teaching and research.

According to Article 181 of the Statutes of the UPM, (Decree 74/2010, BOCAM 15/11/2010) it shall be governed by this regulation all bibliographical University, regardless of location or origin.

1. Users

Are considered loan service users:

 • a) all members of the university community of the Polytechnic University of Madrid defined in its Statutes: Faculty and Research Staff, Personnel of Administration and Student Services.

• b) People outside the same as, upon request, shall have been duly authorized and therefore obtained the license of the University Library.

• c) Members of other institutions with which the University has established collaboration agreements.

To use the loan service will be essential to present the card of the Polytechnic University of Madrid or document issued by the Library. In the case of equipment loan accreditation of identity with official documents (identity card, passport or driving license) is required

2. Reading in the Room

The service for Reading in the Room is open to the whole society and can access it any citizen who requests it. However, during periods of examinations access may be restricted exclusively to users who submit the license of the Polytechnic University of Madrid.

In the rooms the proper silence will be maintained as well as the ban on smoking and introducing beverages or food, use mobile phones or any other device that can alter the normal functioning of the Library .

3. Home loan Service

All works are likely to be given on home loan with the following exceptions:

• Manuscripts, incunabula and old or valuable books.

• Reference works (dictionaries, encyclopedias, directories, etc.).

• Newspaper publication.

• Special materials.

• Works often used with small numbers of copies or are no longer in the market (they are included in the category of books "SALA").

• Works that for cause Library considers to be excluded from home loan (eg orphan works or unedited).

• Doctoral Thesis.

The types of works susceptible of loan are divided into the following categories:

• Monographs.

• Audiovisual.

• Electronic Resources.

• Manuals (books of high demand).

• Old Material (diskettes, CD-ROM, DVD or other media information accompanying manuals and monographs) .

• Creation Works (belonging to special collections aimed at the integral formation of users: works of literature, philosophy, etc.).

3.1 Loan Service Rules

3.1.1.- Students

For purposes of these regulations is understood as a Student all those people with tuition or similar figure prevailing on the UPM (except doctoral students and official master's degree will be considered in the profile "personnel of Research and Graduate Students", Section 3.1.3) .

Students may borrow a total of 8 works simultaneously from any library of the Polytechnic University of Madrid, with the following restrictions depending on the type of material:

• Manuals: maximum 2.

• Monographs: maximum 4.

• Old Material: maximum 4.

• Audiovisual. Max 4.

• Electronic Resources: maximum 4.

• Creation Works: maximum 2.

• Equipment (laptops, calculators, e-book): max 1.

• Rooms and positions: max 1.

The loan period is 14 days for monographs and accompanying material, 7 days for manuals, audiovisual and electronic resources, and 30 days for creative works. The loan period equipment, rooms and positions vary depending on the needs and technological evolution, including in ANNEX II "Regulations loan no bibliographic material".

3.1.2.- Teachers and Personnel of Administration and Services

For purposes of this regulation means Teachers and Personnel of Administration and Services all those people with existing working relationship with the UPM (except research staff, including in paragraph 3.1.3).

Teachers and Personnel of Administration and Services may borrow a total of 20 works simultaneously from any library of the Polytechnic University of Madrid, with the following restrictions depending on the type of material:

• Manuals: maximum 2.

• Creation Works: maximum 2.

• Equipment (laptops, calculators, e-book): max 1.

• Rooms and positions: max 1.

The loan period will be 120 days for monographs and accompanying material, 30 days for works of creation and 7 days for manuals, audiovisual and electronic resources.

Additionally users in this category may receive material loan Points Teaching Support (PAD). The loan period both the material and equipment PAD, halls and positions vary depending on the needs and technological evolution, including in ANNEX II "Regulations loan no bibliographic material".

3.1.3.- Research personnel and Graduate Students

For purposes of this regulation is understood as graduate students all those people with current tuition or similar figure in the UPM doctoral courses or official master. Also it means research staff , all those people with existing employment relationship as a researcher with the UPM.

The researcher and Graduate Student may borrow a total of 12 works simultaneously from any library of the Polytechnic University of Madrid with the following limitations depending on the type of material:

• Manuals: maximum 2.

• Monographs: maximum 6.

• Old Material: max 6.

• Audiovisual. Max 6.

• Electronic Resources: max 6.

• Creation Works: maximum 2.

• Equipment (laptops, calculators, e-book): max 1.

• Rooms and positions: max 1.

The loan period is 30 days for monographs, accompanying material and works of creation and 7 days for manuals, audiovisual and electronic resources. The loan period equipment, rooms and positions vary depending on the needs and technological evolution, including in ANNEX II "Regulations loan no bibliographic material".

3.1.4.- Others

These external to the UPM users must produce documents describing the validity of its membership institutions with agreements in force with UPM or with letters of endorsement from the Library that will facilitate a model.

Users belonging to the "Other" category may borrow a total of 4 works simultaneously from any library of the Polytechnic University of Madrid, with the following restrictions depending on the type of material:

• Manuals: maximum 2.

• Monographs: maximum 2.

• Old Material: maximum 2.

• Audiovisual. Maximum 2.

• Electronic Resources: maximum 2.

• Creation Works: maximum 2.

The loan of equipment, rooms and places for these users is excluded except in justified cases and when availability allows.

The loan period of these materials will be 14 days for monographs and supplementary material, 30 days for works of creation and 7 days for manuals, audiovisual and electronic resources.

Occasionally, and for all types of users, the loan period may be reduced on some specimens, as determined by the direction of the Library (eg works of special demand on certain dates, etc.) in order to allow access to such works to a larger number of users.

3.2.- Reservations

All users have the right to make a reservation as a Student work up to 2 works. Reservations may be made only on works that are borrowed.

Once reserved works have been returned, the user will have two days to remove the work in the library. After this period the reservation will be canceled.

Occasionally, when the lending works receive a certain number of reserves, loan period will be restricted.

3.3.- Renewals

Renewals  can be made once and for the same loan period, provided that such works have not previously been reserved by another user.

To renew a loan is an essential requirement that has not expired the repayment period.

3.4- Holiday loan

In holiday periods: Christmas and summer, there will be a special loan exclusively for users of the students category.

This type of loan cannot be renewed.

4.- Loan service for hours

It applies to excluded materials loan, exceptionally, may be subject to a special loan for hours upon justified request.

5.- Sanctions and responsibility of users

The user who has any material loan must ensure their integrity and good conservation and must advise the library staff for any damage you have observed .

The user has the obligation to repay the library materials in the same physical conditions in which they have borrowed. Mutilation and attempted robbery of bibliographic material are considered very serious infringements.  

• a) in case of not returning the borrowed material, the Library will require the user to return the borrowed material. The delay in returning the borrowed material will result in the suspension of loan service of the Library for a period of one day for each day of delay in returning and for each document, except in special loans (loan for hours, for example, wherein the automated management system will calculate the penalty for hours). In the case of late return of material considered as "manual" the penalty shall be three days for each day of delay.

• b) The non-collection of the requested reservations be made a punishable in the system with three days of suspension of service.

• c) In the case of loss or damage of borrowed material, the user must replace it by purchase. If not possible, the user must pay the amount for the library to acquire another of similar characteristics.

• d) In the case of incorrect use of facilities, or library materials, or when the user conduct a serious risk to the operation of the service requires, the Library may take precautionary measures against the user and may even take the decision to suspend the loan service. Academic authorities may initiate processes that involve higher penalties.
